According to the Owensboro Police Department, Joe Welsh was found deceased near the Ohio River. The cause of death remains under investigation.

The Owensboro Police Department is asking for help finding a missing elderly man. OPD says 70-year-old Joe Welsh hasn’t been seen since Sunday at Fern Terrace Assisted Living Facility. Welsh suffers from schizophrenia and delusions and is believed to have walked away from the facility. He’s described as white, six-two and 206 pounds.
