An omnibus bill addressing transgender rights is going to the full Kentucky Senate after a tense committee hearing. House Bill 470 would prohibit gender change procedures for children under the age of 18, a move opponents say is an overreach of government into parent’s rights. The hearing before the Senate Families and Children Committee was tense at times with Chairman Sen. Danny Carroll summoning state troopers to restore order in the room on one occasion. The bill advanced on a 6-3 vote and moves to the full Senate.
