The Kentucky Horse Racing Commission has officially approved the sale of Ellis Park Racing & Gaming. The $79 million purchase by Enchantment Holdings to Churchill Downs, Inc. was approved at a special hearing in Lexington Tuesday. The new owners have said they plan to build a new Ellis Park facility in Owensboro, in the planning stages for Towne Square Mall.
