The five-member City Utility Commission is responsible for the city-owned Owensboro Municipal Utilities. Yesterday the Commission released its annual evaluation of general manager Terry Naulty, grading his knowledge of the job, the quality of his work, problem solving and judgement. The results were high praise indeed, averaging about 3.7 out a possible perfect 4, with no “2” scores, which indicate that improvement is needed. His lowest score of three, which counts as “satisfactory,” was in the category of effective communications.
