The Rowan County clerk is defying a federal court order while on vacation.Rowan County Clerk Kim Davis denied marriage licenses to two same sex couples just hours after U.S. District Judge David Bunning ruled she was required to issue them. The denial came from a deputy clerk who told the couples that Davis was on vacation. Kentucky law allows judge executives to issue marriage license but Judge Executive Walter Blevins, who has been critical of Davis’ position on the issue, says he can’t issues licenses because deputy clerks are still on duty and says his office isn’t equipped to issue the licenses.
